system-wide planning that covers all elements across the entire territorial space. WOD regards water security assurance as a key engine driving regional development.Through top-level design featuring spatial integration and functional compounding

it translates the principle of “determining urban development

land use

population size

and industrial structure by water resources” from a macro-level concept into concrete

operational schemes

with the aim of achieving “two-way security” between water and socio-economic development. In terms of implementation pathways

WOD helps promote a governance transition from rigid constraints to synergistic development

and establishes multi-level coordination mechanisms that effectively link macro strategies with micro projects.In terms of institutional mechanisms

WOD can deliver three major breakthroughs: first
