Regulation for Taihu Basin Management(hereinafter referred to as the Regulation) is the first comprehensive regulation of the river basin in China. Over the past decade

the Regulations has provided legal support for the river basin governance

and offered legal guarantee for the high-quality economic and social development of the basin area. With the advancement of the national strategy of Yangtze River Delta integration

national and local departments endeavorto innovate water legislation

adjust departmental functions based on institutional reform. Currently

it is urgent to carry out the revision of the Regulation required by high-quality development of water conservancy in the new stage to enhance the effectiveness

adaptability and operability of basin regulations. This article briefly introduces the research background and requirement of the revision of the Regulation

summarizes the implementation of the Regulation from the aspects of drinking water security guarantee

water management

conservation and protection

and water pollution prevention and control. Furthermore

it specifies the revision principle from the perspective of legislative unity

systemativity

integrity and synergy

and puts forward the revision ideas such as the emphasis on system design and innovation development of basin management

providing references for the subsequent revision of the Regulation.
