Water administrative law-enforcement is an important way for water administrative departments and basin management institutions at all levels to fulfill government functions and manage water administrative affairs. In recent years

the water conservancy system has actively implemented the central reform deployment and the reform of the national water administrative law-enforcement system has been orderly promoted. This article takes the reform of the water administrative law-enforcement system in Guangxi as an example

and analyzes in detail the problems encountered in the reform

such as impededlaw enforcement operation mechanism

insufficient strength

weak abilityand connection

and inadequate guarantee. It summarizes typical practices and successful experiences in Guangxi's practice

and puts forward suggestions for further improving the water administrative law-enforcement system from the aspects of facilitating top-level design

and strengthening law enforcement guarantee
