Regulation for Taihu Basin Managementis the first comprehensive administrative regulation on river basin management in China

which provides a strong legal guarantee for promoting the improvement of the Taihu Basin management and supporting the sustainable development of regional economy and society. However

in the face of the phased changes in river basin management tasks

the systematic deepening of water conservancy reform and development policies and decision-making deployment

the Regulation has not adapted to the new era

new situation and new needs. This article analyzes the problems faced by Regulation for Taihu Basin Management in promoting the high-quality development of water conservancy in the new stage from the aspects of river basin management system

planning guidance and constraint mechanism

business management mechanism

and other aspects. Referring to the research results of river basin legislative positioning in recent years

such as the Yangtze River Protection Law of the People's Republic of China

the Yellow River Protection Law of the People's Republic of China

this article further summarizes and puts forward the legislative positioning and suggestions for the revision of the Regulation

which provides a basis for the subsequent timely and scientific revision.
