With the rapid development of the economy and society
the demand for land in Guangdong Province has significantly increased
and the problem of illegal occupation of river and lake spaces is becoming increasingly serious. Since the launch of the “clearing the four chaotic behaviors” in rivers and lakes
the shorelines of key rivers and lakes in Guangdong Province have been effectively controlled. In order to further enhance the effectiveness
and guide the implementation for next phase of the “clearing the four chaotic behaviors” work in Guangdong Province
this article systematically sorts out the methods and effectiveness of “clearing the four chaotic behaviors” work in Guangdong Province
and proposes solutions and suggestions based on the main problems faced by the work. The results show that Guangdong Province
relying on the river and lake chief system work platform
clarified the types of “four chaotic behaviors” problems and the standards for cleaning up and rectifying them
and adopted the latest satellite remote sensing monitoring technology
effectively curbed the damage to rivers and lakes and the encroachment on shorelines in key rivers. However
the current work of “clearing the four chaotic behaviors” still faces many realistic issues such as stock problem
conflicts with folk custom
difficulties in identifying some historical legacy issues and later demarcation time than the identification time of pattern spot. The article suggests to handle the stock problem in stages and categories in the future
and focus on curbing new additions
improving legislation
and reasonably formulating standards for identification and rectification of “clearing the four chaotic behaviors”
in order to promote the normalization and standardization of “clearing the four chaotic behaviors” in rivers and lakes. The research results will help improve the spatial control ability of water administrative departments in river and lake water areas
and ensure sustainable economic and social development.
