This article takes Guangdong Province as a case study to systematically review the achievements and experiences in groundwater management through the implementation of the original groundwater protection and utilization plan. It summarizes the problems in top-level design
departmental cooperation
monitoring capabilities
and dual control management of water quantity and water level. Following the implementation of the relevant requirements of the Regulation on Groundwater Management
it further proposes a new framework for groundwater protection and utilization planning in the new era
which includes the construction of a comprehensive assessment system for groundwater
an optimized layout system
a rigid constraint system
a long-term protection system
a development and utilization system
and a planning and management system. The result can provide reference for strengthening groundwater protection and utilization
and exploring the establishment of new models for groundwater management in humid southern regions.
