and effectively ensure the safe operation of water conservancy projects. However

the current water administration inspection and supervision work still faces challenges

such as a relatively single basis for law enforcement and punishment

insufficient effectiveness of grassroots water administration inspection and supervision

especially the instability and lack of professionalism of grassroots law enforcement personnel

weak awareness of water law among regulatory targets
