The assessment of water intake license continuation is an important measure to implement the water intake license system. In Shanghai
the water intake license is subject to a tiered approval and management system. Since 2015
efforts have been made to promote the assessment of water intake license continuation. Over the past decade
each approval department has developed a relatively mature operational model. However
due to the lack of relevant techinical documents
there is an inconsistency in the assessment requirements across the city. This article summarizes the main issues of water intake license continuation assessment in Shanghai in combination with the collection of basic data on water intake licenses
questionnaires for the main entities throughout the approval process
and on-site research. It provides research suggestions for unified standards of continuation assessment including defining the form of continuation assessment
clari-fying the key content of the assessment
determining the formulation method of water-saving evaluation
and judging the si-tuations not to be extended
which can further standardize and normalize the approval and management work of water intake licenses in Shanghai.
