In order to scientifically and reasonably identify and monitor the major hazard sources of sluice operation
a new definition of major hazard sources is clarified in this article by differentiating and analyzing the terms of hazard sources and potential danger. This article analyzes the deficiencies of the List of Major Hazard Sources for Sluice Operation
and puts forward a more comprehensive
scientific and reasonable description and definition of “critical value” for the identification of major hazard sources. On the basis of comprehensive study of relevant normative documents
it points out that potential major accidents should be investigated and the “general hazard sources with significant risk grade” with major potential danger should be identified as major hazard sources. The study shows that hazard sources should be understood and defined in a narrow sense from the perspective of dual prevention mechanism of safety production. Major hazard sources of sluice operation are carriers of major safety risks of sluice project operation
thus systematic safety risks and major safety risks must be prevented from the source to ensure that sluice project gives full play to the benefits of disaster prevention
