the continuous decline in groundwater levels has had a significant impact on the economic and social development as well as the ecological environment. Based on the four water-based principles

the reasons for the decline of groundwater level in Yanchi County and the challenges faced in governance and restoration have been deeply analyzed and studied. The article proposes scientific and feasible measures and suggestions. Guided by problems and goals

through the four major measures of “saving

reducing

supplementing

and controlling”

improving the long-term mechanism for the rational utilization and effective protection of groundwater resources can effectively form a governance model of “scientific planning

internal and external supplementation

and the combination of reduction and control”

whichi is helpful to restore the water level of overexploited areas
