摘要

通过分析设计院牵头发电工程EPC项目特点、质量管理面临的问题，提出“以终为始”理念、“三全”质量管理机制、“三维”质量管理体系的应对策略，以及设计、采购及物资、施工管理的一系列管控措施，并在某燃机工程EPC项目取得良好实践效果。

Abstract

This article analyzes the characteristics and the problems faced in quality management of power generation EPC projects led by design institutes.It proposes the response strategies of the concept of“Begin with the End in Mind”

Total Quality Management

Three dimensional quality management system

and control measures for design

procurement and materials

construction management.Good practical results have been achieved in the EPC project of the gas turbine engineering that the author participated in.
