Co-governance Intelligent for Electric Power Personal Safety: Prevention Mechanism and Key Technologies
Personal safety is the core element in building a new type of power system safety ecosystem. In recent years
with the development of intelligent sensing and cognitive computing
risk identification methods based on artificial intelligence technology have made phased progress in the field of power safety. However
personal safety involves various elements such as personnel
equipment
operating environment
and organizational management. Existing prevention and control technologies fail to effectively block the risk transmission path under the coupling of multiple factors
making it urgent to establish a new personal safety risk prevention and control mode. Therefore
based on the analysis of the disaster chain caused by power personal safety accidents
this paper establishes a power personal safety risk prevention and control mechanism for the spatial coupling of four-dimensional elements of “personnel - equipment - environment - organization”. Then
guided by the concept of “safety co-governance” of the National Energy Administration as the guiding ideology and integrated with the cutting-edge technologies of artificial intelligence such as large language models and autonomous agents
this paper proposes the basic concept of co-governance intelligence for electric power personal safety
constructs the closed-loop technology framework of safety co-governance intelligence of “multi-source perception - single-dimensional analysis - cross-dimensional cognition - dynamic decision-making”
and discusses the key technologies of each link of safety co-governance intelligence. Finally
the future development path and main challenges of co-governance intelligence are summarized and prospected.
