In order to play a role of time elasticity of load in demand-side management

this paper establishes a sub-sectors time-of-use price（ TOU price） response model on the basis of time elasticity of the load. The model can make the electricity supply side grasp the power consumption behavior precisely of different industries and set an appropriate TOU price. Simulation results show that the TOU price based on the load time flexible is beneficial for peak load shifting

to mend the load curve and improve the grid’s load rate.
