It is very important to draw a scientific

prospective and operable blueprint for the low-carbon

green and high-quality development of marine energy along with the progress of the “carbon peak and carbon neutrality” strategy. The path of upgrading from the offshore oil and gas industry to the marine energy industry is a gradual model

which can be determined as a “three-step” strategy of clean substitution

low-carbon leapfrog

and green development. We will construct a development mode for offshore cluster value oil and gas exploration to increase the industrial efficiency and carry out research and utilization of “basin energy” to achieve industrial upgrading. We will also expand the scope of offshore oil and gas resources and implement the development strategy of “marine energy”

so as to realize the sustainable development of the marine energy industry. The mode and the strategy can be developed flexibly according to local conditions. Some measures such as energy substitution

carbon reduction

carbon control

carbon negativity

and energy efficiency improvement

have been carried out to reduce carbon emissions and energy consumption

which has seen initial success. This paper aims to promote the collaborative development and integrated utilization of offshore oil and gas resources and renewable energy while ensuring the safe supply of energy

so as to realize the clean

green and sustainable development of the marine energy industry.
