With the exhaustion of basic energy and deteriorating environment problems

developing renewable biomass new energy becomes the important strategic choice of all the world

and so China do it. However

because of its built-in problem

in several parts it also has some ethical issues

such as food security

biosafety

environmental sustainability

economic fairness

the distribution of stake-holders. And all these ethical issues lead to four ethical principles: ensure that the development of biomass new energy will not hurt the humans; the development and utilization of the biological energy should pay attention to efficiency; biological energy development should pay attention to environmental sustaina-bility principle; new biological energy development and utilization to ensure economic justice.
