Calculation of high-altitude winds in the atmosphere characterized by the determination of environmental capacity is an important content in the real work which has been using a traditional wind shear to power-law. With the development of science and technology and updated equipment and technology used

some newcalculation method came into the high-altitude winds. Doppler radar used to determine the characteristics into a high- altitude wind for a more additional approach is derived more accurate methods. We have used this method to calculate characteristics of the high-altitude winds of Changbei Nanchang city . It calculated accurately the additional power plant capacity of the atmospheric environment service of Xinchang.
