Reserved Capacity Planning of Fast Frequency Response Considering Risk Preference
To set up the additional reserve capacity of fast frequency response is a reserve planning scheme established to prevent frequency security incidents
also an important means to cope with the new situation of power system frequency stability. Firstly
the potential benefits of primary frequency modulation accident interception is taken into consideration
and the risk preference cost-benefit analysis model is used as the risk value evaluation basis for small probability extreme events. Secondly
based on the sequential Monte Carlo method
the operation state models of conventional units
HVDC transmission lines and wind turbines are established. Thirdly
the fault set is input into the proposed system frequency simulation model to track the system frequency and capture the lowest point of decline for power disturbance
so as to obtain the reserve capacity for fast frequency response. Finally
the reliability benefit and reserve comprehensive cost are taken into consideration
and the reserve cost-benefit model with fast frequency response is defined and the corresponding feasibility verification method of reserve scheme is proposed. The example shows that the proposed fast frequency response reserve capacity planning scheme can effectively avoid the homogenization of small probability extreme events. Also
