Settlement Mechanism for Demand Side in Domestic Spot Market

  • In order to promote the construction of China's electric power spot markets and avoid the problem of large deviation caused by the unreasonable design of user-side settlement mechanism in the spot market, this paper studies the user-side settlement mechanism in some of the first pilot areas, and puts forward some suggestions for other provinces to carry out their mechanism designs. Judging from the mechanism designs in the first pilot areas, the centralized clearing of the total electricity power has been widely used in these areas. By comparing the design schemes of the user-side settlement mechanism in the pilot areas in Guangdong, Shandong and Shanxi provinces, the differences in the designs of the user-side settlement mechanisms are mainly reflected in three aspects such as the setting of the settlement reference points in the centralized clearing mode of the whole electric quantity and the like. The empirical comparison analysis based on three scenarios shows that different user-side settlement mechanism designs may have an impact on the unbalanced capital and other aspects. Based on the reality of China's market construction, it is suggested to analyze the user-side settlement mechanism design problem from the overall perspective in the market mechanism designing, so as to avoid the problem of unbalanced funds caused by the unreasonable mechanism designs.
