考虑绿电交易的用户间接碳排放核算方法

Accounting Method of Users' Indirect Carbon Emissions Considering Green Electricity Trading

  • 摘要: 在碳达峰碳中和背景下,为推动以新能源为主体的新型电力系统建设,各地积极组织开展绿色电力市场化交易,鼓励用户与新能源发电商直接签订绿电双边交易,主动承担碳减排经济责任。因此,准确核算用户电力消费的间接碳排放是低碳电力系统运行管理的一个关键问题。鉴于目前按照区域平均碳排放因子核算用户间接碳排放的不合理性及难以量化用户绿电双边交易对间接碳排放的作用,该文从用户角度建立碳排放流溯源方法,进而提出考虑绿电双边交易的用户间接碳排放核算方法。首先基于电路理论的潮流追踪方法,并考虑火电实时碳排放强度,建立用户侧电力消费与发电侧电力碳排放的网络映射关系;然后针对金融性绿电双边交易通过建立绿电交易等效网络,实现在用户间接碳排放核算中准确量化绿电交易的碳抵扣效应。通过算例验证了所提方法的可行性和公平性。

     

    Abstract: Under the background of carbon peak and carbon neutrality, in order to promote the construction of a new power system with new energy as the main body, all of the regions are actively organizing and carrying out the market trading of green electricityin order to encourage the users to sign the bilateral trading of green electricity directly with the new energy power generators and take the initiative to undertake the economic responsibility of carbon emission reduction. Therefore, the accurate accounting of the indirect carbon emissions of the users' power consumption is a key problem in the operation and management of the low-carbon power system. In view of the irrationality in accounting the users' indirect carbon emissions according to the regional average carbon emission factor and the difficulty in quantifying the effect of the users' green electricity bilateral trading on the indirect carbon emissions, this paper establishes the carbon emission flow tracing method from the perspective of the users, and then puts forward the indirect carbon emission accounting method of the users considering green electricity trading. Firstly, based on the power tracing method of the circuit theory, and considering the real-time carbon emission intensity of the thermal power, the network mapping relationship between the user-side power consumption and the generation-side power carbon emission is established. Then, for the financial bilateral trading of green electricity, the equivalent network of the green electricity trading is established to accurately quantify the carbon deduction effect of the green electricity trading in the users' indirect carbon emission accounting. The feasibility and fairness of the proposed method are verified by examples.
