Evolution Process of Research Directions and Application Requirements of Electricity Carbon Emission Factors

  • 摘要: 电网碳排放因子是温室气体核算体系中非常重要的一部分,对于减缓气候变化和实现碳中和具有至关重要的作用。当前,针对电网碳排放因子核算的研究已经向着更为准确、区域更为细化、且更具有时效性的方向发展。该文总结了温室气体核算体系关于电网碳排放因子的需求演变以及国内外企业常用的标准和选择方法,介绍了欧美政府现阶段采取的电网碳排放因子计算方法及需求演变,探讨了关于电网碳排放因子的研究进展和应用情况。针对美国和欧洲地区,分别介绍了斯坦福大学、加州大学戴维斯分校、美国国家可再生能源实验室等知名研究机构的典型科研进展。此外,还探讨了欧美公司在电网碳排放因子计算方法及应用场景方面的创新,包括宾夕法尼亚-新泽西-马里兰电力市场公司(Pennsylvania-New Jersey-Maryland Interconnection,PJM)、新英格兰独立系统运营商(Independent System Operator-New England,ISO-NE)、WattTime等公司已经推出的电网碳排放相关应用与产品。最后,该文指出了我国开展分时分区电网碳排放因子研究与应用的必要性,并提出了相应建议,为我国电网碳排放因子的进一步研究和标准制定提供参考。

     

    Abstract: Electricity carbon emission factors, an essential part of the greenhouse gas accounting system, plays a crucial role in mitigating climate changes and achieving carbon neutrality. Currently, researches on the accounting of electricity carbon emission factors has been developing towards more accurate, more regionally refined, and more timely directions. This paper summarizes the evolution of the demands for electricity carbon emission factors in the greenhouse gas accounting system, as well as the common standards and the selection methods used by the domestic and the foreign enterprises. Meanwhile, it introduces the calculation methods and application requirements of the electricity carbon emission factors that have been implemented by the European and American governments and organizations, explores the research progresses and the applications of the emission factors. For the United States and Europe, the research progresses in the Stanford University, the University of California, Davis, and the National Renewable Energy Laboratory, and the typical scientific researches are introduced respectively. In addition, this paper also explores the innovations of the European and American companies in the calculation methods and the application scenarios of the electricity carbon emission factors, including the electricity carbon emission-related applications and products launched by the PJM, the ISO-NE, the WattTime and other companies. Finally, this paper points out the necessity of conducting researches and applications of the time-based and region-based electricity carbon emission factors in China and proposes some corresponding suggestions, providing a reference for further researches and the standard formulation of China's electricity carbon emission factor.
