Abstract:
Under the situation of the accelerating development of China's electricity spot markets, the market monitoring of the implementation of the double-track spot markets is a key link to ensure the continued advancement of the electricity markets. The SCP (Structure-Conduct-Performance) model in the theory of industrial organization provides an industrial analysis framework that not only integrates concrete examples in depth, but also has a systematic logic system. Therefore, based on the SCP framework, this paper proposes an evaluation system that adapts to the dual-track spot markets with Chinese characteristics from the three perspectives of market structure, market behavior, and market performance. Combined with the trial operation data of the southern China electricity spot market (starting with Guangdong province) in May 2021, this evaluation system excavates the regular characteristics and the deeply-rooted reasons of the behaviors of the market entities and the results of the market clearings, effectively preventing the market operation risks. Finally, this paper suggests promoting the construction of the power markets in the southern region of China, speeding up the building of the grids between the east and the west regions, and strengthen the supervision of the market power, providing a reference for the development of China's electricity spot markets.
