Abstract:
To peak carbon dioxide emissions and achieve carbon neutrality, we need to better coordinate and align the trading markets of electricity, carbon emission permits and green certificates in the unified energy, climate and environmental governance system. This paper analyses the experiences of coordination of the electricity markets and the carbon emission permit trading markets in the European Union and the United States, and summarizes the status of the construction of the carbon market, the electricity market and the green power certificate market in China. Besides, the interaction between the carbon market, the electricity market and the green power certificate market is investigated, and the coordinated mechanism among these markets is proposed. Finally, based on the development and the practical needs of the markets, the corresponding suggestions are put forward to promote the coordinated development of the carbon market, the electricity market and the green power certificate market so as to give full play to the role of the market mechanisms and promote a comprehensive green transformation in respect of the energy and power, and the economic and social development.
