Reasonable Utilization Rate of Renewable Energy Considering Operational Environmental Cost

  • 摘要: 考虑到不同地区新能源装机规模、负荷水平、电源调节能力的差异,分地区设置合理的新能源利用率目标是未来引领新能源高质量发展的关键。针对综合考虑新能源发电环保效益、火电灵活性改造及调峰运行成本的新能源合理利用率优化计算问题,提出了一种考虑新能源消纳的电力系统运行阶段环境成本计算方法。首先,建立了新能源发电同时率与发电量的量化关系,得到新能源发电同时率与利用率的分布特性;然后,分析了新能源场站运行经济性与发电盈亏小时数,建立了以运行阶段环境成本最优为目标的新能源消纳优化计算模型;最后,以国家电网经营区省级电网实际数据开展案例测算,得到了不同地区运行阶段环境成本最小场景下的新能源新增装机规模以及对应的合理利用率指标。

     

    Abstract: Due to the differences in the scales of the installed capacity of the renewable energy power (REP), the load power consumption, and the power regulation capabilities in different regions, setting reasonable utilization rate targets of REP by region is the key to leading the high-quality development of REP in the future. Aiming at the optimization calculation of the reasonable utilization rate of REP, which comprehensively considers the environmental benefits of REP, the flexibility retrofits and the peak load regulation of thermal power, a method for calculating the environmental cost of the power system during the operation phase considering the accommodation of REP is proposed. Firstly, the relationship between the simultaneous rate and the production of REP is established, and the distribution characteristics of simultaneous rate and utilization rate of REP are obtained. Secondly, the profit and loss utilization hours of the REP plants are analyzed. A REP accommodation optimization calculation model is established with the goal of optimal environmental cost in the operation stage. Finally, case calculations are carried out based on the actual data of the provincial power grid in the operation area of the State Grid Corporation of China (SGCC), and the newly installed capacity and reasonable utilization rate of REP under the scenario of the minimum environmental cost during the operation stage are obtained.
