  • 摘要: 标准数字化立足于《国家标准化发展纲要》,是推进我国纸质标准文档转为数字文档和机器可读文档的重要举措。不仅关乎我国数字经济发展,还对推进我国标准化工作高质量发展具有重要意义,但现有研究处于探索阶段,缺乏标准数字化在电力行业发展的顶层设计与前瞻思考。文章阐释了标准数字化转型发展概况,总结提炼了国内外标准数字化转型发展动态与我国标准数字化转型发展核心问题。基于此,站在电力行业视角下提出了电力标准数字化转型发展路径。首先,从宏观发展形势、行业重点需求、企业发展情况、同类借鉴经验、业务应用场景、自身特性需求等方面,分析了电力行业与其他行业开展标准数字化转型的差异。其次,从总体思路、发展目标、发展重点与方向3个方面构建电力标准数字化转型发展思路,并从体系建设、关键技术、业务应用、试点示范等方面研判未来发展趋势,构建了电力标准数字化转型发展蓝图。最后,针对当前我国电力标准数字化转型发展不足与短板,提出推动标准数字化在电力行业发展的方向性建议与展望。

     

    Abstract: The digitization of standards is based on the "National Standardization Development Outline" and is an important measure to promote the conversion of paper standard documents into digital and machine readable documents in China. Not only is it related to the development of China's digital economy, but it is also of great significance for promoting the high-quality development of standardization work in China. However, existing research is still in the exploratory stage and lacks top-level design and forward-looking thinking on the development of standard digitization in the power industry. This paper explains the development of digital transformation of standards, summarizes and refines the development trends of digital transformation of standards at home and abroad and the core issues of digital transformation of standards in China. Based on this, the development path of digital transformation of power standards is proposed from the perspective of the power industry. Firstly, this paper analyzes the differences between the power industry and other industries in carrying out standard digital transformation from the aspects of macro development situation, industry key needs, enterprise development, similar experience, business application scenarios, and their own characteristics. Secondly, the development idea of digital transformation of power standards is constructed from three aspects: general idea, development goal, development focus and direction. It also studies and judges the future development trend from system construction, key technologies, business applications, pilot demonstration and other aspects, and constructs the development blueprint of digital transformation of power standards. Finally, in view of the inadequacy and weakness of the current development of digital transformation of China's power standards, this paper puts forward directional suggestions and prospects to promote the development of digital standards in the power industry.
