电网调控数据资产价值评估技术研究

Research on the Value Evaluation Technology of Data Assets in Power Grid Dispatching and Control

  • 摘要: 针对当前电网调控数据资产的管理运营方式粗犷等问题,文章以调控数据对象为核心,融合电气物理特性、时间多态特性、多源信息特性和业务含义的数据资产规划方法,提出了考虑数据本体属性和电网运行机理的电网调控数据资产价值评估技术。首先,全方位深入分析电网调控数据深层次特性、规律和机理,建立电力调控数据资产价值评估的要素体系;其次,利用层次分析法和专家打分法构建调控数据资产价值评估模型;最后,通过典型电力调控数据应用场景验证数据资产价值评估方法的可行性与合理性。验证结果表明,提出的调控数据资产评估方法能够量化调控数据资产的价值评估,促进数据在“内增值,外增效”的价值变现,提升调控大数据平台的数据管理能力水平及调度精益化管理水平。

     

    Abstract: In response to the current issue of rough management and operation methods for power grid dispatching and control data, this paper takes the dispatching and control data object as the core, integrates electrical physical characteristics, time polymorphism characteristics, multi-source information characteristics, and business implications of data asset planning methods, and proposes a multi domain value evaluation technology research that considers data ontology attributes and power grid operation mechanisms. Firstly, conduct a comprehensive and in-depth analysis of the deep-seated characteristics, laws, and mechanisms of power grid dispatching and control data, and establish an element system for evaluating the asset value of power grid dispatching and control data; Secondly, use analytic hierarchy process and expert scoring to construct a valuation model for dispatching and control data assets; Finally, the feasibility and rationality of the data asset value evaluation method are verified through typical power grid dispatching and control data application scenarios. The validation results indicate that the proposed dispatching and control data asset evaluation method can quantify the value evaluation of dispatching and control data assets, improve the data management capability and scheduling lean management level of dispatching and control big data platforms.
