Domestic and Foreign Present Situation of Capacity Market with Energy Storage and Reflection on Its Mechanism

  • 摘要: 在现行电力市场机制下,储能资源的容量价值和物理特性往往难以体现,且长期获利不足。在构建新型电力系统的背景下,激励储能资源参与容量市场有利于发挥储能资源的容量价值并保障电力系统长期可靠运行。因此,文中对国内外储能参与容量市场的研究和实践进行了调研分析,总结了储能资源参与典型容量机制的现状。在此基础上,结合中国电力市场发展及容量机制建设现状,探讨了储能参与中国容量市场可能面临的风险与挑战,并从市场准入、技术标准、产品设计、交易机制等方面提出了相关思考。

     

    Abstract: Under the current electricity market mechanism, the capacity value and physical characteristics of energy storage resources are often difficult to reflect, and the long-term profitability is insufficient. In the context of constructing the new power system, incentivizing energy storage resources to participate in the capacity market is conducive to unleashing the capacity value of energy storage resources and ensuring the long-term reliable operation of the power system. Therefore, an analysis of the research and practice of energy storage participating in the capacity market at home and abroad is conducted and the present situation of energy storage resources participating in typical capacity mechanisms is summarized. On this basis, combined with the development of the electricity market in China and the present situation of capacity mechanism construction, the risks and challenges that energy storage may face in participating in China’s capacity market are discussed. Relevant considerations are proposed from the perspectives of market access, technical standards, product design, trading mechanisms, and so forth.
