一起自切闭锁母差隐性缺陷导致故障扩大的事故分析
Analysis of a Blackout Escalation Caused by Hidden Failure Lying in Blocking Logic Between Auto-switching Protection and Bus Differential Protection

摘要: 介绍了2009年华东电网一起事故的发生及演化过程,并根据事故发展的3个阶段,分别对相关的设备状况及保护信息进行了分析。分析表明,该事故属于比较少见的复杂故障,但该站的35kV母联自切保护不合理地闭锁母差导致了事故的扩大。文中根据母联自切及母差保护原理,论述了母联自切与母差保护之间的相互闭锁关系,指出该设计存在隐性缺陷。最后总结了教训,提出了预防类似事故的建议。Abstract: A blackout occurred in East China power grid in 2009 and its evolution process are introduced.In accordance with three stages of failure development,status of equipment concerned and protection information are analyzed respectively.Analysis shows that the fault is a rare and complex one,but improper blocking between 35 kV bus coupler auto-switching(BCAS) and bus differential protection(BDP) is a contribution factor to escalation of the fault.Based on dissection of the BCAS protection and BDP principles in this substation,the mutual blocking relationship between these two protections is analyzed,and hidden failures in the design is pointed out.Eventually,the advices and precaution measures are presented.
