第三方独立主体参与华北电力调峰市场规则设计与实践

摘要: 华北地区火电机组因供热调峰能力受限,且利于调峰的水电机组占比小,随着新能源装机不断增长,电网调峰问题日益突出。负荷侧资源中电动汽车、分布式储能、电采暖等设备具有充用电功率和时间可调节的特性,参与电网优化控制的空间大。结合华北电网结构特点和负荷特性,设计了第三方独立主体参与华北电力调峰辅助服务市场规则,提出了负荷侧资源参与省网调峰市场申报、出清、结算和分摊的原则与方法,对负荷侧资源参与省间调峰市场进行了有益思考。第三方独立主体参与京津唐电网调峰市场试点运行表明,负荷侧资源在市场机制引导下初步改变了"反调峰"特性,有效提高了电网调峰能力,促进了新能源消纳。Abstract: Due to the limited peak regulation capacity of thermal power units in North China and the small ratio of hydropower units conducive to peak regulation, the problem of peak regulation of the power grid has become increasingly prominent with the rapid growth of renewable energy capacity. The devices of load-side resources such as electric vehicles, distributed energy storage and electric heating have the characteristics of adjustable charging power and time which can have large potential to participate in power grid optimization control. Combined with the structure and load characteristics of North China power grid, the rules for a thirdparty independent entity participating in peak regulation auxiliary service market of North China are designed. The principles and methods for load-side resources participating in the declaration, clearing, settlement and apportionment in the provincial peak regulation market are proposed. Also, how the load-side resources participate in the inter-provincial peak regulation market is discussed. The pilot operation carried out by Beijing-Tianjin-North Hebei power grid of China shows that the load-side resources guided by the market mechanism have changed the characteristic of"inverse peak shaving", which has effectively improved the peak shaving capacity of the power grid and promoted the consumption of renewable energy.
