Abstract:
At present,the"Two Rules",i.e.,the management of the grid-connected operation of the power plants and the management of ancillary services,are being progressively enforced in several regional power systems in China.In order to promote the standardization and institutionalization of the management of direct dispatching power plant by State Grid Electric Power Dispatching and Control Center,ensure the safety,high quality and economic operation of power grids,and safeguard the legitimate rights and interests of power enterprises,it is necessary to formulate the "Two Rules"for the power plants directly dispatched by State Grid Electric Power Dispatching and Control Center.The operation mode is studied under the"Two Rules"and the advantages and disadvantages of various feasible operation modes are discussed.Secondly,some concrete suggestions are put forward on how to implement the"Two Rules"according to the actual situation of the power plants directly dispatched by State Grid Electric Power Dispatching and Control Center.Finally,the rationality of the proposals is verified according to the actual examples.
