Participation Mechanism of Energy Storage in Electricity Market: Status Quo and Prospect

  • 摘要: 储能可有效解决高比例可再生能源引致的电网调节能力不足、频率稳定难度上升等问题。在电力市场化改革的大背景下,建立完善的市场机制并将储能纳入其中,对激励储能发展具有重要意义。与传统的发电侧、负荷侧资源不同,储能具有能量有限、快速响应等物理特性,其参与市场交易的机制也应有其特殊性。为此,首先综述了国内外在储能参与市场的价值分析、框架体系与交易机制方面的研究;关注美国、英国、澳大利亚的业界实践,着重介绍在美国联邦能源监管委员会841法案下,各独立系统运营商为适应储能物理特性,在能量市场、辅助服务市场、容量市场、输电资产方面做出的机制探索。在此基础上,进一步提炼出储能参与市场的普遍性问题,并结合中国电力市场建设的现状与挑战,对中国未来推动储能参与市场提出了相关建议。

     

    Abstract: Energy storage can effectively handle the problems brought by high penetration of renewable energy, including lack of the peak shaving capability and difficulty in frequency stability. In the context of market deregulation, it is of great significance to establish a sophisticated market mechanism with integration of energy storages, in order to stimulate energy storage development.Different from the traditional generation side or load side resources, energy storages have special physical characteristics such as limited energy and rapid response, so their market participation mechanisms should also bear particularities. To this end, this paper firstly reviews the domestic and foreign research on value analysis, framework designation and transaction mechanism for the participation of energy storage in electricity market. Furthermore, this paper introduces the practices in the United States, United Kingdom and Australia. Typically, under the guidance of the U. S. Federal Energy Regulatory Commission Order 841, the Independent System Operators(ISOs) explore market mechanisms in the energy market, ancillary services market, capacity market and transmission assets to accommodate physical characteristics of energy storages. On this basis, this paper further summarizes common problems in the participation of energy storage in electricity market. According to the status quo and challenges in the construction of Chinese electricity markets, suggestions are proposed on promoting the participation of energy storage in electricity market.
