Abstract:
With the large-scale integration of renewable energy into the power grid, power balance of the power system is facing new challenges, and there is an urgent need to optimize the market structure and develop a new balancing mechanism for the new power system. In view of the successful experience of electricity markets in Germany and the UK, this paper introduces and comparatively analyzes the electricity market balancing mechanisms of Germany and UK from six aspects: composition of the balancing group, the authority of the balancing responsibility party, time series and range of the spot market, the balancing market, the imbalance settlement, and the level of market transparency. Finally, in light of the current power balance situation in China, from the aspects of market-oriented balancing mode, new balancing body cultivating, balancing body responsibilities and rights, and refined spot market and imbalance settlement, the relevant recommendations of constructing the new power balancing mechanism in China are given.
