跨区跨省交易管控指标及其平台技术

  • 摘要: 随着中国特高压电网的建设,跨区域互联大电网的格局逐渐形成,物理上电网的互联为电力的远距离供需互济提供了载体,将由传统的区内与省内的本地平衡发展为跨区域全网范围的总体平衡。为有效发挥大电网下的全局优化作用,实现全网资源的优化配置、减少能源损耗、降低购电成本等目标,提出了支撑智能电网的跨区跨省交易管控技术,基于供应链方法、集团管控理论、风险管理理论和成本管理理论对全网关键物理特性与经济特性进行分析,构建了跨区跨省交易管控的指标体系,并形成交易事前的空间管控、交易事中的过程管控、交易执行管控和交易事后评价的管控流程,最终通过建立管控平台,实现管控技术应用。经平台验证,该方法可通过数据流、信息流、电能流的全过程分析,及时监控跨区跨省交易的进行状态,并通过优化交易路径,交易风险识别,降低交易运营成本,保障电力交易的合理、合规开展,促进电力交易的快速决策、精准决策与智能决策。

     

    Abstract: With the development of the ultra-high voltage(UHV)power grid,the trans-regional interconnection grid pattern is gradually shaping,which will develop from local balance to overall balance.The physically interconnected grid provides a carrier for the long distance mutual aid trans-regional and transprovincial trading.To effectively bring global optimization into play,reduce energy loss and electricity purchase cost,the smart grid supporting trans-regional and transprovincial trading control technology is proposed.Based on the supply chain method,group control theory,risk management theory and cost management theory,the trans-regional and transprovincial trading control indicator system is constructed by analyzing the pivotal physical and economic characteristics.And then,the process of the pre-trading space control,the mid-process control,execution control and post-trading evaluation control are formed.Finally,the control technology application is achieved by setting up the trading control platform.It can be seen from verification on the control platform that this method is able to promptly monitor the trans-regional and transprovincial trading state via an analysis of the data flow,information flow and electricity flow,and reduce the trading cost,safeguard the trading’s rationality and compliance by optimizing the trading path and identifying the trading risk,promoting electricity trading’s quick,accurate and intelligent decisions.
