适应多回特高压直流的四川电网高频切机优化
Optimization of Over-frequency Generator-tripping Scheme in Sichuan Power Grid Adaptable to Multi-UHVDC Transmission Project

摘要: 四川电网锦苏、复奉和宾金三回特高压直流输电线路相继投产后,若任一直流工程发生双极闭锁稳控拒动故障,大量盈余功率转移将导致渝鄂输电断面失步解列装置动作,川渝电网孤立运行。由于四川电网原有高频切机方案切机量不足以及切除机组选择不当,将引发川渝电网高频问题且失去稳定。对此,针对多回特高压直流投运新形势,提出的高频切机方案配置原则包括:应避免特高压直流发生换相失败期间和线路故障再启动成功后误切机组;高频切机防控故障应限于单回直流故障;为避免过切机组,每轮次切机量不宜过大;直流闭锁引发的高频问题,应该由直流配套电源来解决等。最后,重新配置并校核了高频切机方案,研究结论已得到实际应用,切机定值已下发至机组,应用效果良好。Abstract: After Jinping to Suzhou,Fulong to Fengxian and Yibin to Jinhua ultra-high voltage direct current(UHVDC)transmission projects in Sichuan province were put into operation in succession,if in any one UHVDC project a bi-pole block and stability control rejection fault should occur,a lot of surplus power will be generated and transferred in Sichuan power grid.It will result in the out-of-step separation device action between Chongqing and Hubei provinces and isolated power system operation in Sichuan-Chongqing.Over-frequency and instability will appear because of the insufficient tripping units and improperly chosen generators stipulated in the original scheme of Sichuan power grid.Therefore,in light of the new situation of putting multi-UHVDC projects into operation,the configuration principles presented should include avoiding unnecessary generator tripping during UHVDC commutation failure and after UHVDC successful restart,the prevention target of the scheme should only be for single UHVDC project bi-pole block and stability control rejection fault,every step generatortripping amount should be controlled to avoid low-frequency load shedding and the generators’ UHVDC projects have top priority to be switched off because the over-frequency problem is due to the UHVDC power block faults.Finally,the improved scheme is presented and checked.The generator tripping setting value of research results has been applied to appointed units and a good effect will be obtained.
