Development of Energy Storage in Frequency Regulation Market of United States and Its Enlightenment

  • 摘要: 随着风电等间歇性能源的发展和大规模并网,大容量储能技术的瞬时及精确功率控制能力在辅助自动发电控制系统为电力系统提供高质量的调频服务上得到开发和应用。文中借鉴美国联邦能源监管委员会最新提出的调频市场补偿规则的基本框架以及各电力市场的最新调频市场设计,针对中国调频服务管理和运行经验、现状及存在的问题,提出了中国深化和改善调频市场建设的思路和建议。

     

    Abstract: Along with the development and grid integration of massive variable energy resources,mainly including wind and solar generation,large-scale energy storage systems with capability of instantaneous and precise output control can effectively assist automatic generation control(AGC) and provide superior quality of frequency regulation service for power systems.The fundamental framework of frequency regulation compensation newly issued by Federal Energy Regulatory Commission(FERC) of United States and the corresponding latest proposals of new market designs by independent system operators(ISOs)/ regional transmission operators(RTOs) are introduced.Suggestions for further improvement of frequency regulation market are proposed based on an analysis of regulatory practice and operational experience of frequency regulation service in China,as well as its existing issues.
