风电场用地困境及应对策略研究

Study on the Predicament of Wind Farm Land Use and Countermeasures

  • 摘要: 风电场具有点多面广的特点,其不同部分采用不同的用地模式,通过对《土地管理法》《电力工程项目建设用地指标(风电场)》《土地利用现状分类》、各地电网建设的用地规定等相关法规和政策的梳理,结合实际工程面临的具体问题,指出风电工程面临限制政策日渐增多,机位选址和布局困难等困境,目前行业惯用的用地模式已经难以继续,提出风电工程需要在全面摸清场址情况的基础上,统筹优化风场布置,通过风电建设与地方民生工程结合、临时用地和永久用地结合、临时工程预留恢复条件等手段,克服目前风电工程面临的用地困境。

     

    Abstract: Wind farm has the characteristics of many points and wide areas, and different land use modes are adopted in different parts. By combing the land management law、land use indicators for power engineering projects(wind farms)、classification of land use status, local land use regulations for power grid construction and other relevant laws and policies, combined with the specific problems faced by actual projects, it is pointed out that wind power projects are facing difficulties such as increasing restrictive policies, difficult location and layout of wind turbines, etc. At present, the usual land use pattern of wind power projects is difficult to continue. It is proposed that the wind power projects need to optimize the layout of the wind farm on the basis of comprehensively understanding the site situation,combine wind farm construction with local livelihood projects, combine temporary land with permanent land, and reserve restoration conditions for temporary projects, so as to overcome the land use predicament faced by the current wind power projects.
