Abstract: In order to implement the policy requirements of personal and technical precautions,an enterprise is obliged to strengthen its safety management in production.Several major contradictions exsisting in the current safety management are analyzed on three fators concerning human,machine and regulations, learning and abiding by the laws and regulations is proposed as a dominant approach in dealing with these contradictions of safety management,and an idea on enhancing the management and control of safe production.
