Abstract: The paper studies and discusses the necessity and feasibility of public participation in emergency drills for large-scale blackouts as well as the planning and design of drill scheme and procedures, which is intended to ensure the integrity of participating parties in large-scale blackout emergency drills, clarify the essence of decison-making bodies and participant bodies in emergency drills, and to upgrade the multi-agency and multiindustry collaborations in emergency response.
