Abstract: This paper describes the basic process and connotation of the establishment of such a dual prevention mechanism, lists the problems presenting in the establishment of such a mechamism such as unclear concept and correlation, incomplete hazard identification, greatly influenced by subjective factors, improper adoption of risk control measures, backward information esatblishment, untimely subsequent countermeasures and lack of organic relevance, and puts forward and puts forward corresponding solutions.
