Analysis and Performance of Safety Supervision for Nuclear Power Engineering Construction Projects

  • 摘要: 为了充分发挥监理单位作为独立第三方工程监管单位的安全监理作用,梳理了核电工程安全监理依据,通过案例分析与现状对比,研究了核电工程建设项目安全监理存在的典型问题,从监理单位自身安全管理体系建设及运作,监理单位对施工单位安全管理体系建设及运作情况的监理,监理单位对现场施工活动的监理三个方面构建了核电工程建设项目安全监理履职模型,提出了核电工程建设项目安全监理业务开展的优化方向,为强化核电工程建设项目的安全管理、保障核电工程建设项目安全绩效提供参考。

     

    Abstract: In order to fully and comprehensively play the role of safety supervision for a supervision company as an independent third-party engineering supervision institution, the basis for nuclear power engineering safety supervision was sorted out, and typical problems in safety supervision of nuclear power engineering construction projects were studied via case analysis and comparison with the current situations. With three considerations of supervision carried out by a supervision institution in the construction and operation of the safety management system of a supervision company itself, the construction company’s safety management system construction and operation, and the onsite construction activities, based on which the optimization direction for the safety supervision business of nuclear power engineering construction projects, which is regarded as the reference for strengthening the safety management of nuclear power engineering construction projects and ensuring the safety performance of nuclear power engineering construction projects.
