Abstract:
In response to the issues such as inadequate implementation of safety responsibilities, insufficient pressure transmission, and layer-by-layer attenuation, a reform of the full staff safety responsibility system is proposed. Based on the work list and responsibility matrix, a refined safety management is implemented and promoted, with the basic idea of "vertically to the bottom and horizontally to the edge". A safety management system is formulated that integrates knowledge and responsibility, performance evaluation, and assessment improvement so as to realize normalized and institutionalized safety responsibility control.
