Evaluation Method of Market Benefit of Independent Energy Storage Participation based on Ideal Scheduling

  • 摘要: 为准确评估独立储能参与市场产生的运行效益,解决独立储能参与电力现货市场机制设计问题,提出了一种基于理想调度的独立储能参与日前市场效益评估的方法。构建了基于两层架构的效益评估模型,上层架构为独立储能未参与的日前现货市场最优调度方案,作为对照场景;下层架构为考虑独立储能参与的日前现货市场最优调度方案,作为理想调度场景。以上两个场景下的市场购电成本差异,反映了独立储能参与市场所产生的购电成本变化可作为其参与市场运行效益评估的参考指标。基于IEEE 30节点系统构造的算例表明,在独立储能参与后购电成本下降近13.91万元,高峰时段分时电价下降0.05元/(kW·h),并减少弃风电量91 MW·h。该结果表明,独立储能参与市场交易有助于缓解高峰电力供应紧张局势,提高新能源消纳能力。所提出的评价指标能够量化独立储能参与效益,可作为其补偿标准制定依据,有助于推动独立储能参与电力现货市场交易。

     

    Abstract: In order to accurately evaluate the operation benefit of independent energy storage participation in the market and solve the problem of mechanism design of independent energy storage participation in the power spot market,an evaluation method of market benefit of independent energy storage participation in the market based on ideal scheduling was proposed. This method constructs a benefit evaluation model based on two layers architecture. The upper architecture is the optimal scheduling scheme of the day-ahead spot market without the participation of independent energy storage,as a control scenario. The lower architecture is the optimal scheduling scheme of the day-ahead spot market considering the participation of independent energy storage,which is the ideal scheduling scenario. The difference of market electricity purchase cost in the above two scenarios reflects the change of electricity purchase cost caused by independent energy storage’s participation in the market,which can be used as a reference index for evaluation of its participation in the market operation benefit. The calculation example based on IEEE 30-bus system structure shows that after the participation of independent energy storage,the power purchase cost decreases by nearly 139. 1 thousand yuan,the TOU price decreases by 0. 05yuan/(kW·h)in peak hours,and the wind abandoned power decreases by 91 MW·h. The results show that the participation of independent energy storage in the market can alleviate the tension of peak power supply and im-prove the capacity of new energy consumption. The proposed evaluation index can quantify the participation benefit of independent energy storage,which can be used as the basis for the formulation of its compensation standard and help promote the participation of independent energy storage in the electricity spot market.
