基于容量市场模型的电力市场需求响应机制

Demand response mechanism of power market based on capacity market model

  • 摘要: 需求响应不仅可以作为一种供电资源,在高电价或电网可靠性受到威胁的情况下产生负电价,还可以用于解决输电扩建规划问题。需求响应资源(demand response resources, DRRs)可以缓解负荷区的容量需求,从而缓解输入传输需求。文中详细介绍了PJM容量市场及综合容量市场和需求响应模型,并进行案例分析。通过美国需求响应(demand response, DR)的市场机制,针对需求响应参与电力市场过程中遇到的困难,综合我国需求响应机制发展现状,提出了建立我国DR市场机制的建议。通过适当的市场机制,DR可以参与电力市场运行,提高能源利用效率,改善供需平衡调节和资源配置效率。

     

    Abstract: Demand response can not only be used as a power supply resource to generate negative electricity price when high electricity price or power grid reliability is threatened, but also can be used to solve the problem of transmission expansion planning. Basically, demand response resources(DRRs) can alleviate the capacity demand of load area, so as to alleviate the input transmission demand. This paper introduces PJM capacity market, comprehensive capacity market and demand response model in detail, and conducts case analysis. Through the market mechanism of demand response(DR) in the United States, aiming at the difficulties encountered in the process of participating in the electricity market, and considering the development status of the demand response mechanism in China, this paper puts forward some suggestions on the establishment of DR market mechanism in China. Through the appropriate market mechanism, DR can participate in the operation of the power market, improve the efficiency of energy utilization, and improve the balance between supply and demand regulation and the efficiency of resource allocation.
