Design and Analysis of Nuclear Power Emergency Decision Process after Adopting the Automatic Diagnosis System

  • 摘要: 近期发生的多起核电站运行事件均暴露出运行班组在瞬态/事故等应急情境下存在集体决策机制不完善与不清晰的共性问题,且事后处置往往聚焦解决技术问题,忽视了引发技术问题的集体决策流程的设计问题。本文深入剖析了核电站应急状态下班组成员职责,集体决策的要求、内容、过程和机制,针对华龙一号引入自动诊断系统对运行班组决策带来的新要求,设计了一个具体的集体决策流程。该决策流程综合运行经验及纵深防御理念,有机结合班组成员的独立性和集体性,可以提高运行班组整体决策能力、决策效率和决策质量,最大限度减少或避免决策失误。

     

    Abstract: Many operation events of nuclear power plant such as the Fukushima nuclear accident have exposed the common problems of imperfect and unclear collective decision-making mechanism in emergency situations such as the transient/accident, and the post-event disposal often focuses on solving technical problems, ignoring the design of collective decision-making process that causes technical problems. This paper deeply analyzes the responsibilities of the members of the on-duty team in the emergency state of nuclear power plant, the requirements, contents, process and mechanism of collective decision-making,and designs a specific collective decision-making process according to the new requirements brought by the introduction of the automatic diagnosis system into HPR1000 to the operation team decision-making. The decision-making process integrates the operation experience and the defense-in-depth concept, organically combines the independence and collectivity of team members, and can improve the overall ability, efficiency and quality of decision-making of the operation team, and minimize or avoid decision-making mistakes.
