老挝国家输电网公司生产项目管理思考

The Management Thinking of Electric Projects for Operation in EDL-T

  • 摘要: 本文从老挝国家输电网公司收购老挝电力公司存量资产的模式着手,介绍了拟收购资产的规模,分析了资产原值、老挝法律对存量资产收购的影响以及资产入账问题,提出了存量资产的收购方式和管理思路,分析资产收购模式可能引起的技术改造项目问题,阐述了该模式下EDL-T是否有权开展技改项目以及开展技改项目的意义和必要性,并进一步提出了可行的技改项目管理模式,最后提出了生产项目的管理思路及分类。

     

    Abstract: Starting from the mode that EDL-T purchases assets from EDL, this paper introduces the assets scale,analyzes the impact of accounting price of assets and Laos laws and the issue of assets accounting puts forward the feasible purchasing mode and management thoughts for existed assets, and analyzes the technical transformation project problems caused by the purchasing mode, and expounds whether EDL-T has the right to carry out technical transformation projects and the significance and necessity of technical upgrading, and further puts forward the feasible technical upgrading project management mode, and finally puts forward management ideas of electric projects for operation.
