Abstract: Starting from the mode that EDL-T purchases assets from EDL, this paper introduces the assets scale，analyzes the impact of accounting price of assets and Laos laws and the issue of assets accounting puts forward the feasible purchasing mode and management thoughts for existed assets, and analyzes the technical transformation project problems caused by the purchasing mode, and expounds whether EDL-T has the right to carry out technical transformation projects and the significance and necessity of technical upgrading, and further puts forward the feasible technical upgrading project management mode, and finally puts forward management ideas of electric projects for operation.
