Abstract: The promotion and development of electric vehicles cannot be separated from the construction and development of the charging infrastructure. However, the current charging station construction, especially in urban areas for the construction of the hot spots meets the bottleneck, insufficient land difficult and hot spots available construction sites, charging dedicated parking occupation by fuel parking problems restricted the further development of charging infrastructure. This paper presents an innovative business model of "substation plus charging station" and "electric vehicle minus battery". At the same time, the development and support of low-carbon travel will be expanded, to provide support the development of electric vehicles in the new situation.
