Abstract:
It is an inevitable requirement to adapt demand response into the development of the electricity market. Tianjin implemented the first winter demand response project in the country, which ensured the heating of residents and realized the balance between supply and demand of power grids. This paper gives a comprehensive description of the implementation mode of Tianjin's winter demand response, including the implementation background, project implementation plan, response evaluation and subsidy distribution, platform construction and emergency safeguard measures, implementation effect and benefit analysis, existing problems and improvement measures. This paper also presents a dual user potential assessment model(DUPAM) and a response quantity and the subsidy calculation model. Those models have been applied in the winter demand response project and achieved good results.
