Study on Regional Energy Planning for Municipal Power Grid Containing Clean Power

  • Abstract: For many years, the coal based energy production and consumption structure has caused serious pollution to the atmospheric environment, resulting in high emissions of carbon dioxide (CO2) and unsustainable energy supply. The ‘energy production and consumption revolution strategy (2016-2030)’ issued by the State Development and Reform Commission and the State Energy Administration (State Energy Administration) requires that, by 2030, the proportion of non-fossil energy generation to total power generation reaches 50%. In the third generation of power grid combined with large centralized power generation and distributed generation, the proportion of non-fossil energy generation gradually improves the Renewable energy sources (RES) planning as a basic link in the development, and plays an important role in the optimization, orderly and efficient development of the renewable energy source utilization. Many countries in the world have also carried out energy planning and related policies to encourage the development of renewable energy, reduce the dependence on traditional energy and reduce the large-scale and long distance transportation of primary energy. According to the status and potential of renewable resources, current situation and characteristics of power supply and demand, domestic and foreign scholars have carried out renewable energy planning for generating forms including a renewable energy generation power generation or several energy combinations, and the different planning schemes provide reference for the development and utilization of renewable energy. Renewable electricity energy planning including wind power was executed in a regional power grid, with the CO2 emission reduction goal as the main constraint, the optimal economy as the objective function, on the platform of HOMER software. Sensitivities of purchase and sale electricity price, wind power cost, coal price and electricity sales for energy planning were analyzed. Analysis conclusions with practical reference value were concluded. The research indicates that, under CO2 emissions constraints, the introduction of wind power can effectively reduce emissions and fuel consumption, the increased wind power proportion gradually becomes saturated with the wind power generator number increasing, and the reduced cost of energy appears explosive growth due to the excessive installation of wind power generators, when electricity sales not considered. Sensitivity analysis shows that, for a determined CO2 emission reduction goal, while the number of fixed wind power generators is appropriately greater than the minimum number to achieve CO2 emission reduction goal, and without energy storage devices, the exaltation of electricity purchase price and coal price could directly lead to power supply economy of regional power grid rapidly deteriorating, and even economy and reliability could not be guaranteed; sending electricity to the superior power grid can effectively reduce regional cost of energy, and the better absorptive capacity of the superior power grid, the lower the regional cost of energy could be reduced .
