Abstract:
Peak-regulating problems under light load have been a challenge for East China Power Grid(ECPG) because of the income of enormous clean energy from the outer regions and the increase of new energy of the inner region. What’s more, it is worse due to the slow growth of off-peak load. A market-oriented mechanism is urgently needed to promote the usage of peak-regulating resources and will contribute to the optimal configuration of them. In this paper, we focus on the market orientation、basic principles and market operation rules of ECPG Peak-regulating Ancillary Service Market. Based on an actual case, we analyze the organization process, settlement method and contribution principle of peak-regulating service for ECPG. The market-oriented trans-provincial regulation mechanism established in our paper is proved effective in promoting the optimal allocation of peak-regulating resources and enhancing clean energy consumption ability in and out of the region.
