Abstract:
The whole-chain management and control of distribution network project is systematic, which runs through the whole process, from project planning to equipment decommissioning. Features and goals at different stages are different which mix the characteristics of locality and entirety to make it complicated. In this paper, a new method concerning lean management and control mode of distribution network project and assets based on Bi-Directional risk identification and monitoring system is proposed. Firstly, the monitoring and control index from project planning to equipment operation is discussed which can be mostly integrated automatically from the existing info-system. Secondly, the Bi-Directional risk identification model is presented. Finally, the whole-chain abnormal action monitoring system based on quasi-real-time information is introduced. This closed-loop control and feedback mechanism has already been used in distribution project and asset management in SGCC and the application results show that this method makes contribution to precision input and benefit promotion strategy.
