一种适应跨省统一平衡区的现货市场结算方法

A Spot Market Settlement Approach Adapted to inter-provincial Unified Balance Area

  • 摘要: 高效准确的市场结算机制有助于均衡市场成员利益,保障电力市场稳健有序发展。为在跨省统一平衡区的现货结算中充分反映市场机制作用,本文对跨省统一平衡区的全电量交易结算机制开展了研究。从市场主体关系的角度出发,建立了以发用两侧市场主体结算为底层、域内网省关口结算为顶层的双结算机制。发用两侧市场主体结算用于解决省内发电企业和电力用户的费用结算,域内网省关口结算主要解决域内网省公司之间的平衡结算和域外来电的结算。基于仿真模拟数据的结算结果表明,本文所提的双结算机制具有理论可靠性和实践适用性。

     

    Abstract: Efficient and accurate market settlement mechanism contributes to balancing interests between market members, and ensuring stable and orderly development in electricity market. In order to reflect the spot market mechanism in inter-provincial unified balance area, this paper conducts an investigation on trade settlement mechanism in inter-provincial unified balance area. This paper establishes a two-settlement mechanism from the perspective of the relationship between market entities. The mechanism is comprised of two layers, with market entity settlement on generation and demand sides as bottom layer and with intra-area inter-provincial settlement as top layer. Market entity settlement on generation and demand sides is applied between provincial generation enterprises and power consumers, while intra-area inter-provincial settlement is utilized to balance settlement among intra-area entities as well as settlement of inter-area electricity settlement. The settlement results based on simulated data indicates that the proposed settlement mechanism is theoretically reliable and practically applicable.
